[possible major BUG???] Getting invaded during Cease Fire!?

I thought "Cease Fire" meant you are not allowed to invade ... I (as the 'Lupines' [custom race]) just signed a cease fire agreement with the Hissho a couple turns ago. There's been no declared termination of this cease fire, no declared war, but suddenly they not only can but are invading my system Leo.

Am I not understanding "Cease Fire," or is this a bug?

I might be confused about how invasion works, but I believe as long as the system they're invading is an outpost that is not part of the area under your influence they can invade during a ceasefire.

Outposts can always be invaded unless you are actually at peace. This is unlike other 4x games.
